Absolutely! When you upload a new video, you will be asked "When will this be published?" Here you can set a date, time and time zone for your video to be published.
You can publish new videos 12 hours after the upload time and within 3 months of the upload date. For example, if you schedule a video at 9AM, the soonest the video can be published is 9PM that same day.
